Monitoring 2025-2027 of the SICA Sustainable Energy Strategy

The Energy Coordination Unit of the General Secretariat of the Central American Integration System (UCE-SGSICA), in collaboration with the United Nations Industrial Development Organization (UNIDO) and the Global Network of Regional Sustainable Energy Centres (GN-SEC), with support from the Austrian Development Agency (ADA), is advancing the monitoring process for the 2025-2027 period of the Sustainable Energy Strategy 2030 (EESCA-SICA). This phase represents 31% of the total evaluation.

The monitoring framework is structured around key thematic pillars, notably data management, education, diversification of the energy matrix (including both fuels and new and renewable sources), and the energy-climate change nexus. Furthermore, energy linkages are assessed, encompassing energy access, regional integration, the transportation sector, and regulatory frameworks. Finally, the rational and efficient use of energy is analyzed, covering smart grids and financing.

The proposed monitoring methodology includes establishing a baseline, defining the system, structuring the process, and configuring tools such as visual dashboards and automatic alerts. The final output will consist of annual reports and a consolidated report in 2027. This monitoring process is crucial for measuring progress toward the Sustainable Development Goals (SDGs), specifically SDG 7 (Affordable and Clean Energy). It will evaluate indicators such as new electricity connections, installed renewable capacity, energy savings, and mobilized financing.
